Rohtak Incident : Nohting more than publicity stunt

Few day back a video went viral on social media which shows that two girls were beating a guy in the bus. Initially it was reported that the guy was misbehaving with the girls. Media gives to much hype to this news. Effect of news was that  boys got arrested and immediately C.M of Haryana announced bravery award for republic day.
Army cancelled their candidature due to involvement in accident.

Overall girls were praised for their response afterall.

But nobody had interest in enquiring about the whole accident. Neither Police nor govt. or media. They arrested those boys on the basis of the video. Govt. immediately announced award without having the full knowledge of accident.

The actual accident was as reported are:
First of all they were not the passengers of that bus. They got  into the bus when their bus was broken down in the middle.
When they entered they started arguing with an old lady for the seats claiming that they had reserved the seats and show her their tickets(actually the tickets was of the previous bus who broke down in the middle).At that time two boys came in between the argument who were standing in the bus and asked the girls not to argue as the seats was reserved by the old lady. At that they started to argue with boys and started abusing.after sometime they started beating them with belts.

But after few days when another news flashed on channel about the behaviour of the girls it was shocking.
The natives of girls pointed on their character. They said their character were not good, they used to abused others,fight with others. One shopkeeper told to reporter that on asking for the balance money they used to quarrell with him and warned him for complaning against him for sexual harashment.

Even the witnesses of the accident confirm that it was not boy's fault.

Now the Question raised are:

WHY other people does not interferes?
WOULD the accused would get back their job in army?
WHAT govt. was trying to prove in such a hurry in announcing the bravery award?
